Shirky points out the benefits of social tools but are there any examples of social tools forming social groups that cost harm?

Does Shirky take in account older citizens, the poor, and the illiterate who are not able to use the internet, therefore will not be able to be apart of this social society?

Since the technology that is being created is so new, can we assume that it is being created for the purpose to create a social society? If the technology is being created to create a social society is it being created for user-generated contexts rather than content?
